If you have to regularly plait a horse's mane, as I do for Fox Hunting, then a few mms every tie would shorten it considerably over the course of a couple of months, even allowing for hair growth!
I also hate having to many plaits in a mane. Mostly I have nine down a horse's neck so they have a fair amount of hair in them and it would notice.
Folding the end over makes scissors needless.
