Pulling the mane... How far? How often?

Ah ok, yeah if it's just scraggly at the ends I would take to it with a thinning blade. Scissors and manes don't mix lol!! If you do want to get it shorter though, cutting roughly is ok until you get it to just under 10cm from the length you want it, then I'd go with the thinning blade or pull it to get it the rest of the way up ;)

I'm doing the same thing this weekend with Cinny. His mane is about the same length as your horse, and on the thinner side. I'm planning on flipping to the opposite side, then using a thinning blade to take it down to about 5 inches, then flipping it back over and do a "sample" pull at the top near the bridle path for about 2 inches to see how thin it gets, if it's too thin, then I'm going to just continue to 3 inches or so wit the thinning blade.

We actually did it yesterday. Used combo of thinning comb (I forgot I got one last year), shears, and the scissors. Well, I can TELL it's not pulled (because I pull on my other horse). But IMO it looks tons better then it used to be. I'll try to take some pics this weekend if we won't have a rain.

Instead of blunt cutting it, I would get a razor knife and use that. It will give a more pulled look.

I pull a horse's mane every time I groom the horse. To avoid having to have brutal pulling sessions, I will do around ten pulls every time I groom. It helps maintain a great mane and you never have to pull a lot at any one time.
