The only things I've heard of that helps is gently detangle the tail with your fingers to avoid breaking the hair shaft, and condition it well with coconut oil. If you have it, MTG apparently works well to help mane and tail grow as well.
If the horse's tail tends to get tangled a lot when turned out, which would make it difficult to detangle, you can also comb it out gently and braid it to help keep it together in one piece.
