Soft and Fuzzy vs Dirty and Rough

This isn't like a diesease but I'm just wondering the 'cause. My QH mare gets her winter coat early and every year it's a really nice coat. But for a few years, especially this year, parts of her coat are really smooth and soft and fuzzy, while other parts are dirty and rough. Also around her rump (Atop her tail) it's bumpy and feels like dirt. My instructor and BO told me she has been putting on Lime? What is that, and what/how does that help
    Thanks,
