Tails... ARGHHH!

My horse has a long, thick(ish), wavy, white (kind of) tail. I was wondering how I can keep it looking neater and less... yellow. Lol. I hose him down after every ride, and that seems to have helped, but I was wondering how I can keep it looking a bit better. Also, I just cut some of it to have a bracelet made, what can I use to get it thicker again?
