My old mares mane was just like that, I used Cowboy magic's Detangler and Shine and it worked very well! I hope you find something that you like!(:

I absolutely love Cowboy Magic for manes and tails. I don't know what the exact product that I use is called, but it's some sort of serum in a squirt bottle. It does leave your hands kind of slippery after you use it though.

Personally I would pulled it a bit and thin it out - but as he's a stocky little thing I would still leave it long as it suits him better ... he's a real cutey
