Well, in Morgans, we don't ever band, so to keep the loose mane looking neat, what I'd do is right before you go into the ring, take a stiff brush, stick it in a bucket of water, and wet-brush the mane down. Then, possibly a light spray with hair spray if it's really windy. For halter, I suppose it depends on what sort of show it is.. but if it's not a high-level fancy show, you should be fine to leave it down as long as it is neat and tidy.. if the ends of your horse's mane are scraggly, I'd trim them a bit, but not bluntly, make it still look natural.
