Why does Cinny shine like glass everywhere except his head and legs?

I have never figured this out. I've seen in on other horses but never had the issue before. Cinny shines more than any other horse in the barn, even when he's covered in mud. Just shine shine shine. Everyone comments on it. The only thing is, the hair on his head and legs does not shine, not even a little. I can't figure it out, how do I get those areas to shine too?

He is fed "black as knight" supplement. I have tried different fly sprays with the same thing so I know it's not the fly spray. I do not use show sheen or any other products on him besides the fly spray. He is bathed no more than once a month and it's with a few drops of human "moisturizing" shampoo deluted with a gallon of water. Same routine as all of my other horses. Even his forelock just looks like a black dust bunny...no shine no nothing.

Any ideas on how to fix this before show season next year? He's the horse in my avatar btw.

Can you post some pics Cinny? I understand that you might not want it for the show ring, but it does sound pretty.
