If he isn't lame, and they aren't burning hot, I would at least wait until tomorrow to call the vet. If your horse has been stalled for many hours today, it's likely just a fluid build-up from not being able to move around freely.
Definitely try walking for 20 mins, and maybe trotting him in hand a little. If there's any heat at all, you could try cold hosing or icing the legs. You could also do standing wraps, if you are confident that you (or you BO) knows how to do them correctly. Wrapped incorrectly, it could make the situation worse and possibly even cause a bow.
I would be very surprised if it was anything more than stocking up.
