back muscles....

Since adopting my horse and bringing home to the flat land ( he was in very large hills before ) I have noticed his weight is pretty nice but his backbone is more pronounced. What is the best way to rebuild up the back muscle?

Here are 2 pics; 1 of when we first got him and 1 of him as of today.

^^ This morning after a hose off to keep him cool in the 106 degree weather we had today. That doesn't include the humidity either.

Because of the extreme heat we are having, working him heavily makes me nervous. I could work him in the round pen early in the morning or late in the evening if there are no storms that afternoon but need other opinions on the best way to rebuild that back muscle back up.
