Question Blue eyed/pink skinned horse.

So I posted this once but I wanted to add somethings and get more oppions, so I have a 4 year old overon paint geldings 16.2 hh and pinked skinned and blue eyed. He tears up alot and he seems to be ichy eyed everyonce and a while, and I was wondering what would be best to put on his face to keep him unsun burnt? And his eyes protected. Something that can be used in the winter also we live in ND so winters can be harsh also we have a barn with stall soon so he can be put in a stall on bad days (really sunny days). This is him. Anyhting helps. And also he has an apron face.
