Dip in front of withers

What does a dip in front of the withers mean? My horse has one but he also has high withers so I think it makes it more pronounced.

It can sometimes be from a long time of having a rider who pulls the head back toward the body, ( instead of riding the horse into the bit), so making the neck become more pronounced in its' "S" shape, and having the neck drop lower between the shoulder blade, and higher at the 3rd vertebrae , behind the poll. That can create a "hollow" in front of the withers itself.
