maybe respond to the add and ask Normal questions you would ask while buying a horse. ask if she is a hard keeper when vet checked and when wormed and teeth were done.. be careful though not to make it look like you are undermining the care of the mare. you could call and ask AC or a rescue if they know of some one who could help this mare.. but it does look like the owner is trying

It is very possible that she has an expensive medical condition. The owner may hope to sell her without having to disclose that information in hopes of it becoming someone elses problem. I can say that for me, considering my situation with freckles I probably couldn't even give her away. She's on a special diet with supplements and monitored closely. I would at least call and get some info before calling any authorities or rescues.
