Fall Vaccinations

Alright, my horse is due for his flu/rhino around now. I love my vet, and I have always trailered my horse in to him (mostly to avoid the ridiculous vet calls) just to have those 2 shots done. I will do it again, but I'd rather just vaccinate him myself. Question is, does my vet HAVE to administer them for state health reasons/health papers, etc? I know rabies has to be vet-administered, but this is just flu/rhino. I live in Ohio, if the state laws are different for different states. Thanks!

I know many people do it just themselves. The problem is if you know how/where to give it (because if done incorrectly you can run into lots of problems). I'm on panicky side, so I prefer my vet to give shots.
