Hair Loss On Our Horses Face!

I work at a camp over the summer and we had to rent four horses this year, all the horses are good and sound, although one is just a little lazy. But one of the horses who came had a lot of hair loss on his face, so I can't say when it started or anything. The place we rented him from really didn't know what to say either since they had only bought him a week or so ago but they had been putting sun screen on since he has light skin and it was burning. But the only problem with that is the sun screen they were using was really drying out his skin. We have put a homemade healing ointment we have on and it helped the skin become less dry and flaky but does anyone have any idea how to help the hair grow back? It's mostly missing under both of his eyes and around his mouth, he had a bald face so his skin is pink. Any help would be great!

To me the starting point would be finding out the cause of the hair loss. I would want a vet to check him over. You don't want something infecting other horses.
