Hair loss patches?!?! Please help!

So I moved my horse back home from where I go to college in the beginning of May, at first he became very itchy, which I just got him the supplement histall and it seems to be helping. But about a week and a half ago he developed these bald patches on his face. I thought it was his fly mask so I took his fly mask home and washed it in some antibacterial soap from EQyss but in the time he hasn't been wearing the fly mask it hasn't gotten better if anything it's gotten worse. I tried a moisturizing cream and micro-tek, but it seems to just get worse. It seems as though these patches started when the weather started getting really humid, but I'm not 100% positive because at first I thought he just cut himself itching and didn't give it too much thought.

Has anyone experienced this? Any advice on what to do/try?

I attached before and after photos so you can see what I'm talking about (sorry if they are hard to see both times he was rolling)

I do think he's having a hard time allergy wise moving back to this area, and maybe that's causing this, but before this year he has lived in this area for 8 years, and at that particular barn for 3, with nothing like this ever happening.
