Heavy dry flaking just above the coronary band???

One of our horses is flaking real bad just above the coronary band on two of his legs. It's dry and scaley, but doesn't seem to be bothering him. I have no idea what it is. Any ideas?

K, thought that would help us answer what is going on. It could be soooo many different things.
