Mmmm I'd try calling local vets/googling it to see if you can find someone that is good enough to do it. Get them on the phone and ask their opinion. Before doing the acupuncture, my vet checks vital signs and runs a needle cap along his body. If he responds at any point to that, that is where she'll place the needles. I'm sure just a background of her problems, a gait assessment, and then the assessment described above would be more than enough for a competent vet to go off of. :)
