Horse Weight Problems

Ok,so I have a norwegian fjord why could practically live on air.he only gets a balancer and gets worked an hour everyday.we moved to a new barn where he now gets a lot more grass time than his old barn,he went from 1- 2 hours to all day.I put a grazzing muzzle on him but he kind of panicked frantically trying to eat grass but not succeeding, any suggestions.also I've noticed that when he comes in at night after being on grass he has a wierd sound coming from his throat,the only thing I can describe it is kind of darth vader sounding,but it stops after he comes in and eats his dinner,and I don't here it while he's working either.any help?

i would give him time to get used to a grazing muzzle, they dont all take to it right away and it can take them awhile to even learn to use it. no idea on the darth vader sound though :/ i hope hes okay!
