Insect Bites, maybe

Mini pony has bites all up his rump right where his tail lays, along his thigh and under his belly between is front legs. I washed him with Benodine and soaked with Aveeno twice got most of scabs off, vet came we are using a neoporin ointment, like panalog. Its so itchy that he has scratched two sores in his outside thigh area. Can't stop the itching. I sprayed with Benedryl spray (works for me) extra strength, seemed to stop the itching a little. He has a huge hive on the outside of his thigh. Vet was going to give him cortisone but he has foundered in the past and may have cushings, she did take scrapings. I use Endure but I think this may make it worse. (he's never been allergic before) The insects here are in the thousands, warm winter, and those no-can-see-ems, I wish I had a small enough gun for those suckers.
