Irritated Gums and Upper Lip

I was checking my horse's mucous membranes today and saw where he had a strange rash/irritation on his upper gums and lip. I was just wondering if anyone had any ideas or experiences with this. Its not really a toxic line I don't believe seeing as the tooth/gum interface is clear pink. I have posted a few pic. Everything from the blue line on up is my concern. Its abit tricky to see the difference in color, but you can slightly see the change. Thanks, any advice is appreciated :)
