Itchy? Fungus?

I have a 5 year old chocolate mini palomino. He was a rescue.
When I first got him he had some bald spots and the woman told me he was just itchy and rubs on stuff. I found that to be true about the rubbing when I got him home. His hair looked very dry and I was thinking that was from his past.

Here is my concern . In some of those spots NOT ALL, there seems to be black hair . But is it really hair? He is still very wholly with his winter coat. The spots are not scabby or sore.

If he is a palomino can he have spots? Is he even a palomino? I have never seen him without his winter coat. I don't mind if I sound stupid, I just want to make sure this is not a fungus or anything like that.

I will go take some pictures of him to show you what I mean.
