last summer, our shetland got the itch, BAD!

he had no hair on his back and he rubbed his tail down to nothing!he scratched his head over and over again onto a tree and knocked his eyes around by doing this. We were washing him in teetree oil, lux soap flakes, animal antiseptic and all stuff like that. Now it is summer again and I really don't want my little man to get the itch again . So would it be worth getting him a fly rug so that them nastly little gnats and midges can't infect him with their saliva? (thats where we read the itch comes from). We will get him one if he needs it. And also his skin thickens as well as a side effect from it.
Any help please is GREATLY appreciated, I don't want my little boy to suffer again. Please please help!! You will be helping a sweet little shetland out as well

I want to bank up on info before these nastly little bugs strike on poor, innocent Zorro again
