My best guess is that it's one of 2 possibilities. A) they need de-wormed, which you already said you did...though if it keeps up and he's still hanging on to that hair in a couple of weeks, I'd have a fecal run on him just to make sure, or B) it's due to the funky weather. All of my horses were late shedding out this year because it would be warm for a while and they'd really start shedding in earnest...then it would snow and be below freezing for a day or two so they'd stop shedding. Then it would warm up and they'd start shedding again....just to have it snow again and be cold.

The very last of my horses to still have winter hair finally shed out the last of it about a week ago.

I noticed a little winter hair on Vida's legs yesterday. Our's have all completely shedded out otherwise. I'm with Smrobs, have a fecal egg count done. I have one done once a year even though we worm them all.
Giving a bath and using a conditioner that has a cream rinse type action always helps slough the hair off too.

Yearling
All of our guys are completely shed out except for one mare. She usually hangs onto her winter coat till mid july and then drops is all at once. She doesnt get a winter coat in till late december early january. I think her body has her seasons mixed up.

My mare was late in shedding this year as well. Their bodies know when they need the extra warmth and when they don't. I am still brushing some dead hair off, but at this time last year she was shiny with her summer coat.
