Large Swellings, maybe a reaction to Fly Bites?!

Hi, my 7yr old mare has been getting fairly large - about 8cm across - raised lumps on the belly side of her stifle. They appear quite suddenly, and the first seemed very swollen, then is slowly going down. She developed the first one Monday night, and another today. The first one she has rubbed the hair off it, but not broken the skin. It is not as swollen but still the same size across. The one that appeared today is not as swollen as the first one was when it developed. Below the first one there is a smaller one, which is 2 or 3cm across. It developed also on Monday night, but has not become less swollen, it is still the same.
When I went to pony club Tuesday, another pony had one, although it was the size of my mare's smallest one.
I have been told they are a reaction to fly bites, but I have never seen that much of a reaction! And my mare did not get any reaction to fly bites last year.
Am I panicing and they are just fly bites, or should I be worried

They are most likely caused by some sort of bug bite. Our short haired, sorrel mare gets them all the time during the summer, sometimes having so many she looks like a pin cushion. Apple cider vinegar seems to help the most keeping the bites down.

How much apple cider vinegar would you suggest? I do worry a lot when my horses have the slightest thing wrong :o

Some folks add 1/2 cup to the feed every day, but I use it instead of fly spray on this mare by soaking a cloth and wiping her down.
