It could be...or a mild sprain or a hundred other things. If she has good feet and you don't see any obvious problem on the hoof/sole/frog (e.g. cut, puncture, separation), I wouldn't start thinking abcess yet. Lameness problems can be hard to diagnose (e.g. mild sprains can have little/no noticeable heat/swelling) and often you have to take a wait and see if it gets better or worse approach. I would do only light work and evaluation it day by day.
