Muscle builders?

I have a 4 year old welsh pony that has never had any problem with weight...she has always been 'pleasantly plump' but I've been noticing lately that her hind end does not match the rest of her. Her belly, shoulders, and neck are nice and chunky and filled out. She gets ridden 4-5 times a week, with all sorts of variations in and out the ring with every ride.

I guess I am trying to figure out if I can try a muscle builder or just live with it, that it is the way she is built??

If she's not being ridden from her hind end, then she's not going to build muscle there.
You see it all the time, horses that are ridden on the forehand with shoulders and necks like a boulder, and a tiny hind end.

It may be that he is built weak behind as well, but my best bet would be that he's not using his hind legs
