Always behind~ My thoughts exactly! That's why I had it removed the Monday after Baker cut his leg. They did leave 2 strands on the very top two rows to keep the horses from reaching over the barbless fence, but they are not low enough to get legs caught in hopefully. I would like to do away with all of it, even the top row, but I also don't want to get a horse on the road either :)
