Exclamation My horses tail is all scabby! What is it?

I just got a horse and on the top of his tail is it scabby and peeling off. What is it and what do I do about it?

I love rain, but not when it interrupts with horses lol. Maybe he has just been rubbing it to an extreme and broke skin. Or it could be something more serious which is why I asked for a picture

Yea that's what I'm worried about! I thought its best it check and be safe incase it is something serous and gets worse
