New foster is filthy

Lots of helpful ideas, thank you all for your input. I think I'm going to just make myself be patient, we are suppose to be getting up into the 50's for a couple days next week and that should let me give him an actual hot water bath. Until then, I'm just spending time toweling and brushing at the worst of the oily gunk and then applying Listerine to the rain rot to help kick it out and keep it from spreading.

As for the pictures, yes, I'm sure they have what they need for the court, this has been an ongoing situation. But I am keeping my own record of how he was when I started with him and how he progresses. I am also taking before and afters of everything I'm doing with him so there is an indisputable record of what I did and did not do. I SOOOO want to trim his bridle path and wild woolies to make him a bit more presentable, but not until the outcome of the trial is known.

Grrr...I really wish they would bury the idiot that did this UNDER the jail!!
