Question Is it possible to comeback from muscle apathy?

Has anyone seen a horse come back around and be able to ride after muscle loss? Pretty sure our daughter's 4 yr horse received a blow that caused nerve damage in his front left shoulder that now is presenting itself as muscle apathy.
