At 2 C oil, you've got him at a good amount but how long has he been on it? They typically need about a month for their muscles to "learn" how to use fat as a fuel source. What type of hay does he get? That's probably the next thing to test if you don't see improvments with the grain change. Depending upon the variety and some variable in regards to growing and harvesting, the sugar level can be very high.

How long has my horse been on what?

Im not sure what kind of hay my horse is getting. I don't do the feeding.
