Rubbing In Between Front Legs...

Yesterday while I was grooming my horse, I noticed that he had a lot of skin showing in between his front legs. Not where his girth rubs, but kind of where his armpit would be if he was a human (sorry, strange comparison). And it was all the way across from leg to leg. There were no sores or wounds, it was just his skin showing. Is this abnormal or do all horses have this? And if it is something that doesn't happen in all horses, what should I do about it?

Did this just show up? Could be he's found something to rub on, probably to relieve itching from flies. Sometimes mine get some really persistent flies and the bites make them really itch.
