Shoulder issues?

For the past few days my horse has been really stiff from the shoulder but is NOT lame and it doesn't really seem to phase him that much. I left on vacation and he was fine when I came back a week later he seemed okay. So I hopped on him for a little light work and he was short striding (very unlike him) and seemed a bit stiff. My trainer said to keep riding and see if he worked out of it and he did a bit so I cantered him and he kept breaking and stopping which is also very unlike him. So I cut our ride short cold hosed him and used liniment and put him back out in his field. I gave him a day off and tried to ride him again and it was the same situation. I cold hose him everyday and put him in a smaller pasture so he can't run around as much but can still stretch out. He did get his feet re shod while I was away, I don't know if that is contributing or not. Any other suggestions as to what it could be or what else I could do to help him get better other than the cold hosing and liniment?
