Skin issue...pictures included (small novel)

I have included as many details as I possibly could think of to try to answer any environmental questions you might have.
This is the horse we are leasing for my daughter. He is a 19 year old paint. We live in NW WA, it has been cool at night but reasonably warm during the days, and we've had a typical amount of rain here this fall. We noticed the bald patch on his tail last week when she rode, and yesterday we looked into it more and noticed that the entire dock of the tail is very dry and flaking.

Today I went out with my camera and took pictures, then we bathed him with some medicated shampoo, then put Eqyss Microtek spray on the tail since that was all she (The B.O. and horse owner) had out there. This is what she used to treat the two other horses that had something similar on their face, hind ends, and fetlocks. Those 2 horses are out in a pasture at night, in a covered stall during the day. Romeo, my daughter's horse is out during the day with access to his run in, and in at night, with access to a small outside area, but he once he's in, he stays under the cover.

The owner/our instructor has not seen anything like this. A few years ago some fungus went rampant in the area, and random horses around the county had similar symptoms and it was similar to this, but so far no one else has noticed anything similar. Of the 3 horses that are affected, only 2 are together, and Romeo is completely seperate from them. The horse he is always with shows no signs of anything similar. There are 20 other horses on the farm NOT affected in any way.

I am looking for ideas as to what this might be, and if anyone has any ideas on how to prevent and treat it. She asked me to do the research because she's not too tech savy, but has called other farms to see if they have had similar problems.

I forgot to add that he is current on his wormer and she is very particular about making sure all horses are wormed regularly on her farm. He is also up to date on vaccines, however he will be getting another shot here in a month or so before we start taking him off the property.

Yes, within the last year, and she checked today because that was something that she thought of too. Sorry, I forgot that detail. She and I have been talking about this for about a week. We sort of ruled that out because the entire dock of the tail is scaly like the picture. It's not just in the rubbed spot.
