Exclamation skin rash?? HELP

So my 9yr old arab mare has a rash on the back of her legs. I just adopted her less than 2 weeks ago and was informed of the rash the day i adopted her. They were unaware of how long she had had it, they had just noticed it. It looks like it is in the healing stages, it is dry, flaky, and the scabs and matted hair are clearing up. It looks like it was oozing before but when I got her it was not. I applied bag balm as there was no open sores, just dry and looked itchy. It still has not cleared up. it hasnt gotten worse but it hasnt gotten better either. I will try to get pics next time I am out with her. She also was in heat, I dont know if maybe its the bodily fluids that stuck to the fur and irritated her skin, possibly urine scald? I honestly have no idea but would like to know as she is pastured with quite a few horses. I assume its not contagious as none of the other have it and she has been with the same herd for well over a month now. Any ideas or thought would be much appreciated. It doesnt look red or infected just dry and itchy and scabby. thanks in advance!
