sore back without a saddle? but fine with one?

My horse has ALWAYS done this. I believe his back hurts for some odd reason! Id love to ride him bareback everywhere but I can't. A certain spot on his back if you press down slightly he bucks (before your even on him!) although you put the saddle on him and he's fine. His saddle fits great (been checked) the vet said his back is fine... I have taken him off of ridding and tryed and I can't even hop on bc he bucks im not putting my hand in any odd spot or position, it cannot be how im getting on him while ridding I can sit on his butt and ride he don't care as long as that saddle is on he's fine... anyone else have this issue? I can even put a English saddle or a bareback pad but I can't just hop on my horse!
