Question Sunburn or??

So the back of all four of my horses hooves/leg (not sure what it's called) is red and the skin seems to be flaking off. It has little white pieces of skin kind of like dandruff. It doesn't seem to irritate her as she doesn't care if I touch it, but I'm wondering if this is something to be concerned about? Someone mentioned it might be sunburn but it seems like such an odd place for sunburn. The flaky skin is also on the bottom half of her legs as well but not pink/red in color. What is this and should I do anything?

She's likely sloughing dead skin cells. But, as you pick her hoofs, just keep an eye out for any changes.

Oh I hope that's all it is. I'm so paranoid about her health as she was a rescue (yes the real kind where she was actually starved) and as far as we know in 18 years she has never had a bath. So alot of things have been coming to the surface now that she gets groomed everyday and her winter coat is coming off.

And this redness is a recent change as it wasn't red just two days ago. Also last fall/winter she has some skin issues on her legs, not sure what but they had to be washed in iodine quite often so I want to make sure nothing is coming back. Ah I definitely worry to much.
