Swollen Naval

Well as most of you know if you've been following sparta around. We had to cut his umbilical cord ourselves. And we left it a little long. It's been healing up nicely and we've been putting betadine on it. I check it daily. Yesterday when I checked it, it was swollen. And soft and squishy like it was full of fluid. Is this normal? Or is it definitely infected? It doesn't feel hot or anything just warm. Like his body usually feels. I called the vet up and got no answer so we left a voicemail and will most likely call back again today. We put some triple antibiotic ointment on it which he didn't like us doing but settled down and got over it anyway. So my questions are is this something that usually happens? Should I really involve the vet? And what should I do for now untill I can get the vet all the way out here?
