Vaccinate for Strangles

Hey guys, yet another question. I am buying their yearly vaccines which include vaccination for Strangles. I can only assume that they have had that initial three dose vaccination and only need a booster. Since I can't be 100% sure they have had those initial shots, do I restart it or do I just give a booster?

1. Why can't you find out about their previous vaccinations?
2. Why specifically are you vaccinating against strangles. It is only recommended in certain circumstances.
