Horses can get rabies, I have seen it. Phoning it in means they basically don't give a hoot.

In CA Rabies must be adminstered by a Vet. If a horse or dog bites a person, the Owner is liable for any injuries,, not the Vet. If my dog bites someone,I will get sued, I have to bring proof that I had the dog Vaccinated. The Vet can verify the records but is not responsible and is not at risk for losing their lic.
I on the other hand am totally liable for the injury caused by My animal.

yeah, but if the vet is supposed to vaccinate and gave the owner the vaccine without administering the vaccine the vet can loose their license. At least thats how it works in many states. Likewise, if a vet prescribes medication without seeing a horse or having an established, patient/client/vet relationship they can loose their license.
