What does this look like to you?

It's on the side of his wither and at first I was thinking it was from the saddle, but now I'm not so sure. It's crusty and It wasn't there 2 days ago.

Did it come off in a patch of hair?? If so it might be ring worm. I would get some Mane N' Tail Pro-Tect Spray, It would kill the ringworm, and/or help heal the wound

Possibly an atypical sarcoid tumor. IF that is what it is, its not really life threatening, mostly just annoying.

If a horse has worms they can show up as scabs around there withers, back and body. A couple of wormings has reduced a similar problem for me.

It doesn't look good. I'd have the vet help you determine what it is.

Could be scaroid (vets don't do much for this), could be rain rot (MTG works great), could be ring worm (toothpast I've found works great).
