^^ same thing I was thinking even if you had to sell em get his weight up and sell him to someone that could take better care of him and you could always ask to see the horses thy have (if they have any) or to go out to the place where they were going to keep him... also if you did buy him and went to sell him again let the people know you just wanna make sure he had a home where he'd be cared for properly that when you go him he was under weight and all that... It makes me sad to see horses like that...

idk if all that makes sense lol

Yeah... that makes a lot of sense. I would absolutely LOVE to buy him. Even if I have to resell him...

The problem is... my parents already spent 100 euros (160 something dollars) on thirty rides... and BUYING a horse would be twice, thrice, or more than that... These horses are well-bred... just not well cared for...

You could try contacting this guy.

If not, since there is no SPCA etc, then the department in charge, because their has to be one, will be the Serbia Agricultural Ministry.
That link above is to it, but it does me no good, really.
Contact them and they should be able to help you out.

No problem.

The pictures, your concerns, how to contact you, their address and contact information, that's what he needs.

There's no need for horses to be in that sort of shape when everything they need it right there for them.
