    Lots of plants can cause photosensitization, but this doesn't look like it (which is the concern with St. John's Wort). It would be on the white areas only and this definitely looks like self mutilation because he is very itchy. I would think about allergies or fungal infection, which both have been mentioned. I would call in the vet before he does some real damage from over scratching!

    Ask your vet for some antihistimine supplements/medication. That should help clear up the itching. Flax in the diet can help as well. Make sure his next pen is a dry lot. I'd have him tested for allergies too, to see exactly what he's allergic to.
