Will the hair ever grow back?

My horse developed pretty severe sweet itch on his tail at the end of August (it escalated very quickly - in a matter of 2 or 3 weeks he went from having a small bald spot, to most of the tail bald and rubbed raw and bloody - it looked absolutely horrific) He rubbed the entire length of his tail, down to the very bottom of his tail bone, with the dock being rubbed the worst.

My vet got the itching to stop with a steroid shot and antihistamines, and some SMZs too since he had gotten it all infected.

It's now been about 2 weeks since his itching has stopped - his tail healed quickly, but I'm freaking myself out because some areas are still pretty much completely bald. Some areas have been growing back nice and thick (has nearly an inch of new hair) but other areas are still bald with just a few sparse stubbles of hair growing in. Someone please tell me it will grow back eventually! :(
The areas that are still bald are the ones that he had rubbed the worst - the spots that had gone completely bloody and infected, etc - so I'm hoping it's just taking longer for those spots to start growing hair again.

I've been rubbing MTG on it almost every day (is that too often?) but like I say, some areas still remain stubbornly bald...

So I guess I really don't have a point, other than someone can ease my anxiety by telling me that it will grow back :(

Also, anyone know how long it will take for the hair to grow to full length again? Will he be even remotely decent by the time next show season rolls around? At least we have a fake tail if it comes to it, assuming he'll have enough hair grown in to attach it with :(
