how much to feed? 1.5%? 2%?

I am fine tuning feeding a 24 yr old cushings horse. He doesn't get ridden and gets out a bit to keep sane but that is all. Would you stick with 2% or 1.5%? A barn manager will be checking to be sure he looks good.. ie not getting too thin or too fat. I just need to start with either 1.5 or 2% and see what happens based on his age and little activity

I'd start high. Then again, my horse eats closer to 2.5% of his body weight in hay daily, so I may be biased. Is he fat or skinny now? Does he tend to get fat easily or tend to lose muscle and weight quickly? How cold is it? All of those are factors to consider.
