Safe Choice is a pretty good choice. I've used it with a lot of success. Much, Much better than a sweet feed or most other pelleted feeds.
Many people do not have access to high, high quality forage in the winter and need to use a food pelleted feed. I also have used whole oats with a lot of success. I'm using them now for the horses who don't keep weight on hay only. I cannot get super good hay in my area and shipping it in is cost prohibitive.
Strategy Healthy Edge is another great choice.
