There can be coloured TB's, there are a handful of stud farms in the states that specialize and below is a stunner who sold at Tattersalls UK (IMO the best TB sales complex in the UK).

Like it or not, Gent is pure TB and he IS tobiano. He was always an odd one, and his coloring is no exception, lol.
