Well, information like that would help in your question, instead of asking what breed and posting a couple pictures.

Looking things up in an Equine book I have he could be a Newfoundland pony.

"Physical characteristics of the Newfoundland pony include a height of 11-14.2 hands in height; a dark, thick mane, and also a dark, thick tail in lower sections. It is commonly brownish in color though other colors are common; some Newfoundland ponies experience mild to drastic color changes from season to season. The weight of the pony ranges from 400 up to 800 pounds, its hooves are small, hard, and its tail is low set. Newfoundland Ponies can come in a variety of colors that include blue roan, grey, chestnut, black, and bay." Source

Looks like my cousins pony, who was a welsh mountain pony x shetland. He could just be a welsh mountain pony though? He has the welsh face & eyes.

Welsh section A pony
The Section A Welsh Pony is also known as the Welsh Mountain pony. Both the Section A and Section B ponies are more refined than those in Section C and D. They are characterized from the cob types by a large eye, small head (often with a dished face from the Arabian influence), high set on tail, and refined leg conformation, but retaining good bone and correctness.[9][10]
The Welsh Mountain Pony (Section A) may not exceed 12.2 hands (50 inches, 127 cm) in the US[9] or 12 hands (48 inches, 122 cm) in the United Kingdom.[10]
