    Should I call them in?

There are some skinny horses on my road. I remember a year ago or so they looked nice when they had first got them. The owners have very nice land and property, looks like they would have good money. Anyways after about a year, I looked at them while driving home and they are extremely skinny. I can see their hips, backbone, and ribs. They look like they were eating little piles of hay but I don't know if I should call them in or not.

It never hurts to make a call, if they are neglecting them then something can be done. But if there isnt, say a horse has a issue or a medical reason, then at least you will know.

I made the mistake of not calling on someone and a month later both of the horses were dead...its better safe than sorry but that is just me

    neglect, starvation
